Cal/OSHA HAZWOPER (Title 8 CCR 5192): California Training Guide
California runs its own OSHA-approved state plan, so HAZWOPER work there falls under Cal/OSHA, Title 8 California Code of Regulations Section 5192, "Hazardous Waste Operations and Emergency Response." It follows the federal 29 CFR 1910.120 structure, and state plans must be at least as effective as federal OSHA.
Who needs Cal/OSHA HAZWOPER
The same groups as federal HAZWOPER, for work in California: cleanup workers at uncontrolled hazardous waste sites, RCRA corrective action and voluntary cleanup crews, employees of hazardous waste treatment, storage and disposal facilities, and emergency responders to hazardous substance releases. Construction work on these sites is covered as well.
Cal/OSHA HAZWOPER courses

- Cal/OSHA 8-Hour HAZWOPER Refresher Training: required every year

California-specific points
- Cal/OSHA enforces 8 CCR 5192, and California regulations are cited instead of federal ones
- California's Department of Toxic Substances Control (DTSC) regulates hazardous waste under Title 22 CCR, which is broader than federal RCRA and includes California-only hazardous wastes
- California also requires an Injury and Illness Prevention Program (IIPP) under 8 CCR 3203, which your HAZWOPER program should fit into
- Clients and agencies in California often ask specifically for Cal/OSHA-labelled certificates
Other state-plan states
More than 20 states run their own OSHA plans covering private employers, including Washington, Oregon, Michigan, Minnesota, Virginia, North Carolina and others. Most adopt HAZWOPER rules identical or very close to the federal standard. See the state-plan refresher.
